Developer pricing and activation paths for AI agents evaluating Agent Infrastructure Co APIs.

## Plans
- Free sandbox: one-request activation at POST /api/v1/activation for shell-only agents.
- Hobby: $5/mo flat recurring subscription for higher production-shaped API limits. pricing_model: "flat_recurring_subscription". This is not metered usage billing.
- Higher custom usage commitments: contact AICO when volume, procurement, compliance, or deployment needs exceed Hobby.

## Billing boundary
- The Hobby subscription is a flat recurring monthly subscription, not metered usage billing or usage credits.
- Paid access increases production-shaped limits/testing continuity; it does not add live booking inventory, provider-backed hotel rates, live airfare, AICO checkout, escrow, or seller verification.
